Right click on the blue blob next to the player when you come to the number selection screen and a drop down menu will apear showing you whole squad, thier squad number, and any available squad number that you can pick.

I also have problems with squad numbers.
For some teams there aren't even squad numbers (I was baffled when playing as Real Sociedad without them), and I also can't choose a number for players when they're new in the squad. It just randomly gives them the lowest number on the list.
Annoying.

There is no data editor. Although one might be released with the next update.
Make sure you download this before you start your first game. Sorts out quite a few problems.
