Well, it has according to Sky News, the news vulture network. Huge red banners and claxons fill your eyes and ears whenever you skip past that channel. From a more reliable source (BBC News), I see there have been power surges and small explosions, which naturally have affected services.
This quote made me chortle:

I've stopped watching the news now, no pictures of screaming people to beam so already terrorist experts are being interviewed and, on Sky, talking about "Al Queda operating in single cells".
3hrs after the initial blast and nobody knows what's going on, yet already people are pointing at darkies.
Did the same in Madrid and that was attributed to ETA.
