I recon the scariest film I have seen is The Ring, it is very messed up and disturbing, despite a slightly bizzare storyline.

It's total pants, and while the Jap version owns it, it's no scarier.

The second part of IT was a bit of a let down - Read the book its much better!
3 hours long and stupidly boring.
