@DL I see you queried in another thread about excessive internet usage etc.
It looks like the W10 download is a around 5GBdepending where you read (per device) so perhaps this is connected?

The next step is to follow the procedure to manually reset.
So you've manually reset update following all of the steps from the link (NOT the automatic reset option)?
It shouldn't be erroring on the same updates, because a full and complete reset will cause it to reassess ALL updates already applied, and download any not installed as a fresh update. Essentially, you'd be deleting the manifest and rebuilding it restarting the services and reacquiring any "new" (i.e. not installed yet) updates.
That means it would need to download the 3Gb install for Windows 10 again...

Haven't been on my PC or Laptop for a few days so I need to check. Nothing as yet on my Windows Tablet either, but I many not have enough disc space for it on that.

You'd normally see all kinds of other errors if this was wrong, but is your system time set correctly?
Try resetting Windows update as per my previous post too. Solved no end of problems when I had to do it once before.

Upon a quick Google of the error code, it seems that updating your graphics card drivers or installing any lingering "optional" updates will also clear the problem. I'm inclined to think that if you were to "force" any other update first it would clear the Windows 10 install to launch.
It shouldn't even have tried to install on 28th, as the upgrade was only available from yesterday, so that does suggest something fairly fundamentally wrong with your set up.
