Another option could be give newbies one vote and regulars two. Last time they gave notables two votes and everyone else (including Newbies) one vote. Maybe this time we could allow newbies to vote but give regulars more power with two votes, and if SR want to they can let the notables have three...
Anyway... we'll have to wait and see what SR do...
