What's stopping them putting in a false address?
I think the best way is how Meka suggested it.
One forum for the votes, anyone puts anything other than their vote in, and their vote becomes void.
Simple.

It wouldn't stop people from multiple votes but at least it will be a lot fairer. I suppose it's up to the users to be honest after this point.
how about some sort of programme that remembers everyones names and adresses that way people could only vote once.
