So, peoples sign-up dates are also stored, all Andy would have to do is make a little code that won't acept votes from people who signed up after that date ... I wouldn't think it would be to hard to create.

are newbies allowed to vote? if they all had to become regular it could take like, well using my history, 14 years to make them regs.
Also, a load of newbies that no one had seen before voted at the last election, and some of their votes weren't counted as it was obvious that some people were playing silly buggers.
