Why not, could base it on Tommy Vercetti and some exploits he gets up to in another city. Doesn't have to be a straight remake of Vice City or GTA3. Sure Rockstar could come up with an original story for it.

At least Resident Evil had a loosely original plot structure, and they wrote a new script for the film - even if it did turn out rubbish.
GTA is a medley of pop culture and film references. It wouldn't work as a film.

Grand Theft Auto 3 and Vice City are largely based on popular crime/mafia thrillers. Therefore making a film would be a film based on a game based on many films. It'd be ridiculous.
