That's where the concepts of pastiche and parody usually prevent the lawyers from getting involved.
I doubt it'd be illegal since those films were based on true crimes and real people. You can't own the copyright on a stereotype.

The thing I thought would never work was when you said base it on the Mafia story line of GTA3.

yes but what i meant meant was that there wouldn't be much point in doing a movie on a game that has influences from other films
