Well it stars the characters from OOT.
So maybe Nintendo have snubbed Capcom's stories from their series but it fits there, if anywhere.

A game set in the same Hyrule that was destroyed in Windwaker?
It also tells the story of OOT in it's "background story history", the 7 sages sealing Gannon away in the Dark world after he conquered it.
Having said that, I've not finished it yet, so if the ending proves I'm wrong, don't go into detail! :-)

Sea could be done better, but Windwaker's has put people off it for now. ;-)

*Raises gun*
The VERY final Zelda game is A link to the past.
Everything else comes in between... with OOT being the first.
I am putting money on the next Zelda NOT being about Gannon or Hyrule... but a similar spin off tales such as Link's Awakening or Majora's MAsk... but still a fantastic addition and better than Wind Waker.
OH and they just can't use sea again... maybe Sky... ground would work fine.
So would sea really, could be improved... but it has been done once so... i guess that is it.
Meh, only an opinion though...
