He won Euro 96 with Germany.
The thing is, though, he's German, which made a world of difference, as we found out.

They came third last season behind Chelsea and Arsenal, fair enough it's awful by THEIR standards, but the other two teams have better players, so it's not exactly bad management (although he could have done better, yes).

Souness is an awful manager though. His only achievement seems to be from when he was at Rangers, and that's only because he was the first manager in Scotland to get good money to spend on good players.

That's called good management though, he doesn't have the best players, but makes the players play as a team, and that's why they perform so well. That's what a national team's maanger should be like. You only have to look at Berti Vogts at Scotland. He came to the team with good credentials (though i can't remember what), but couldn't get teh players to play as a unit. Walter Smtih comes along, and with the same players, turns teh team around completely.
