Well I've finished my website. I've installed XAMPP but I'm still unsure as to how I can make it accessible for other machines to view. I can't even see it over the network

Not really, if http://localhost/hello.php works then all anybody should need to change is localhost to your machine ip.
If you've tried accessing your machine from your laptop and you've got paged not displayed and you can then see entries in your apache log corresponding to your failed attempts to view the page then its most likely your apache config thats incorrect.
You set up apache yourself didn't you following a tutorial? Why dont you try this http://www.apachefriends.org/en/xampp.html its apache+php+some other stuff preconfigured for you, just installs like any other program doesn't require you to edit the config files at all to run and is set up to be accessible by outside machines by default. Goto your apache install directory, you should have a logs directory. Try accessing your server from your laptop again but afterwards look in the logs directory and open up access.log and error.log (they might have slightly different names) look at the end of them and see if you've any entries with a timestamp corresponding to your last attempt.
