I think it might be an audio problem, can get into buildings and everything is fine, yet go outside when it's raining, and the whole thing slows down. I've disabled the environmental effects, though haven't checked to see if it's worked yet. Great game as well.
hmm that's weird...i've got vampire too...and i don't have the stuttering or long load time problems...
I'm actually having similar, in fact worse stuttering problems with Vampire the Masqurade at the minute, which also uses the Source engine. Though that game does feature quite a bit more glitches and bugs, and also has some attrocious loading times.
I have that on my Audigy 2 but my onboard works fine.

It isn't spec related, it is a caching bug.

That maybe in your case but most have it bad to very bad at all times.
