To me, it reads like 'Doesn't matter if Kerry gets in anyway, so you may as well bend over for George and look happy about it'.

At one point yes, but they actually joined up earlier this year after a new agreement with the new governing body for Iraq placed US troops in some sort of legal position that would exclude anything that happened in Iraq. It's worth noting, before others jump in, that just about everyone who did sign up had various conditions and exceptions which basically come down to "if we don't want out people in that court then the IWC can go blow itself". Blunt I know, but true.
