For me it was graphics card drivers. When I first installed the PC I didnt want to install the ones on the CD but get the latest ATI ones and the pages were jumpy when scolling down. Also what Motherboard do you have? Because if its nForce 2 then you need to put the drivers on as soon as you have installed Windows.

Heh, i didn't know if mine was spinning because it was silent and i didn't see anything moving, so i started to put my finger in to check... I'm glad i remembered just before i reached it that i would be able to see the fan if it wasn't spinning, then noticed that i couldn't see it... Close one.
