There's a bit of difference between actually stealing somebodies wallet off them when they have it on their person and just picking up a wallet you find lying in the street.

it hasnt got much to do with being acceptable, it's more about the police and government's inability to tackle crime, why should we be lawful when other's get away(quite literally) with murder.
