There is no doubt he has committed a crime.
He abducted a minor. Whether she went with him with her consent or not, she is only 12, under law she is not old enough to make her own decisions.

To add to that... I understand why the German police haven't done anything yet, because there is no evidence swaying either way... but doesn't the wording of the sentence give the impression that German police are indecisive people?

Aarrgghhh!!!! The point of my post doesn't have anything to do with whether he should be in custody or not... it's about the German police's indecisiveness about the situation, which is surprising because you usually associate the police as a decisive organisation. Do you see? Aarrgghhh!!!
