No, the sea bed can be seen fairly clearly, yet the shadow is seems quite deep. There is little detail and the water patterns seem very distorted in a way that wouldn't be caused by movement. It also appears to have a large smiling mouth and boggle eyes, the URL also suggests it might just be a hoax as well...

It's the same pic, and it's obvious it's just been edited in with a simple levels adjustment and a slight edge blur around the shape of the 'serpent' to mae it blend in better.
