OE could be configured to "always use this connection for sending and recieving". It's some gayness used by evil ISPs. Try accounts->Properties->Connection and see if the "always use my gay ISP's connection" box is checked. If it is, uncheck it.
Ok, another problem. On the downstairs computer I can get my e-mails from Outlook Express, through the broadband, but upstairs it keeps asking for me to connect through a dial-up, even after I have checked the box 'Never dial a connection.' How do I fix this? Zone Alarm is gone.

I don't think so. For one OS on one computer to use a device attached to another it still needs drivers for it, which takes you back to square one. Your best bet in that situation is scan the photos, save them as files, dump them in a shared directory and access them accross Network Neighbourhood.
Also keeps the speed up for all machines.
