Hmm. That said, they are permissible In hand baggage or checked baggage.
You do need to carry a Certificate of Death issued by a competent authority from the country of departure.
Of course, that means someone has to make the trip with them, but if they want it that bad...

Evening all ...
Now have problems with my aunt's ashes ;¬) She died 3 years ago and her/my relatives are now asking about 'burying' them here with my grandmother!
I'm the owner of my grandmother's grave so I can give permission. Ashes can be buried in a grave but ashes can't be buried in an 'ashes' plot ... as is my mother (her sister) and father soon to be!
Problem is ... my aunt moved to USA in 1950 and she died 3 years ago ... so how do you grant your relatives wishes and move 'ashes' from USA to GB?
... don't think 'hand luggage' is an option, before you all ask ;¬)

10th day of Christmas today, only 2 more days before all the decorations go down.
I'll have to start getting used to getting up earlier now, today I slept in until 9.30am, which is certainly unusual for me, but we all ended up going to bed late again. Need to be ready to get up for work on Tuesday and the kids need to be ready for school, too, so will have to start watching the time more and resetting alarms!
