Heh so using Vsync on is better.... but then in console games they always lock their games to a certain fps and to how modern the tv is if it can handle 60hz u can set it to that for a smoother, better looking game.
But on PC's u can turn it off... but its better to lock 85hz refresh rate to 85fps, or otherwise use 100 hz with vsync on so it locks the fps to 100. Vsync is when the ur fps is synced with your monitor to give you a smoother picture... and a smoother game in my opinion, with it off it does seem that its faster but then it tears and the monitor can't draw the frames properly.

That option is more likely to be to reduce frame tearing - if you have a game running at 100fps and a screen refreshing at 85Hz then you're going to get half drawn frames being shown. Locking frames per second to refreshes per second = big win.

The more hertz that are used the better it is on your eye's, this is why unreal 2 actually gives you the option to change the hz of the monitor, mine runs at 100hz, tv's run at 50 - 60 hz and at 25fps.

No, the ability of the human eye to read VDU smoothness peters out around 75-85Hz. This is why a 60fps display is considered dangerous :O)
