The ring only turned people invisible anyway because Tolkien introduced a magic ring that turned people invisible in The Hobbit.

Strange how Bilbo never felt any ill effects during the several months of adventure he had with the ring in that story...

The ring also had no effect on Bombadil. What a queer fellow!

If you put on the ring, you become invisible. I don't see why Bush is the exception. If there was a picture of an invisible George Bush with an enlarged section showing the ring that would be clever. Only it couldn't show it, because it'd be invisible. Basically there's no way you could make it work.
