As the story goes, Sauron was sort of dormant back then.
By the time Frodo gets it, Sauron as regained power and strengthened his influence over the ring, or something...

The ring is a catalyst for evil desire and perhaps Gollum's considerable greed and selfishness was his downfall. His will was weak and his lonley existence lead to the ring gnawing away at his body, mind and soul.
Bilbo being virtuous and kind (for a thief) obviously thought little of the ring at the time, apart from the fact that it was a handy trinket. Only later in his life did he start to hear the ring calling him.
Even Gandalf overlooked it for the longest time.
