It's just this site seems very slow latley, and I want to know if its just my ISP sucking or if there is a slowdown at SR's end

I do believe you're right. Although I could argue that most internal modems are Winmodems, so there.
And I went on a diet ages ago.

Maybe it's the wrong Windows drivers? Have you tried installing a new, more updated one from the 'net?
Half of the pages never load, it just stops loading in the middle of a page!

You're getting confused between controllered and controllerless modems:
Controlled - Otherwise known as "software" modem, they actually do the modulating/demodulating in software, placing load on the CPU, reducing speeds, increasing latency and generally being crap. Most internal modems are controlled, but by no means all, EG, this ISA PnP modem I'm using now. Mmm...
Controllerless - They do all modulating and demodulating in hardware, placing no load on the CPU and most important of all - being generally really good. They're also compatable with ALL operating systems, a major plus. Almost (ALMOST) all external modems are controllerless, and some internal modems too.
