Usually I’m the first person to defend “freedom of choice” and will stand up for a game/movie like GTA3/State of Emergency by saying “It’s a game, it allows you to do things for fun with no consequence”.
Except I’ve become aware of a game that has me genuinely concerned as to who would play it and why.
“Hooligans – Storm Over Europe”. A PC game about football hooligans.
Now it’s not cartoony, it’s very realistic and real-world like in appearance. The aim of the game? According to the website:
The object is to become the most notorious group of Hooligans in Europe. You must kill, maim and destroy the opposing Hooligan teams. You muster and control your faithful troops by administering drugs, alcohol and of course a good dose of violence every now and then. They must become true followers of your faction, for better or worse.
Not only good strategic skills are required but also a good political mindset and managing capabilities to keep your troops happy and violent.
Whoever is victorious and catches the publics attention in the media, will end up the most notorious Hooligans in Europe and the world! A title that every Hooligan with his heart in the right place loves to fight for!
You get bonus points for “attacking civilians to increase your wanted rating and bonuses for targeting minority groups”.
If you go to the website, you are greeted with a nice black and red image of a skinhead glaring out at you.
The forums are filled with racial hatred and “Firms” organising meetings and the most viscious racial abuse directed at other countries.
Some of the avatars you can choose are swastikas and other nazi symbols.
Game Ltd have refused to carry this game, and HMV and Virgin are coming under serious complaint from watchdog groups for stocking it.
It’s also not being released in Germany or America and Trading Standards are investigating the game to see if it contravenes the “Incitement to Racial Hatred” act passed since Sept 11th.
In Germany, it is illegal to have games displaying any symbolism of fascist iconography, and it is also illegal to use Nazi ideology as a basis for entertainment – rightly so but the UK has no such restrictions, we rely on public decency and morals.
Now I know this is just a game and all that, but what makes me unhappy is the reasoning behind the game. It’s one thing to play an undercover/ex cop trying to bring down a crime syndicate (GTA3), but it’s another thing entirely when the idea of a game is to commit racial murder and acts of hooliganism for the sole purpose of “Being the number 1 firm in Europe”.
And if I had any doubt about the intention or morality behind this game, then a visit to the forums for this game (I wont give out the URL as I object to Nazi propaganda) will indicate just where the game developer’s feelings lay. Several moderators have joined in the boasts about “the good old days” and making continued racial slurs and abuse towards people.
A game is a game, I understand that. And I’m not suggesting that by playing this game you will instantly become a nazi thug.
But seeing as we are in the 21st century, and especially since Sept 11th, I find it abhorrent that somebody still thinks it’s a good idea to bring out a game that rewards murder and racial hatred as if it were a noble thing.
If there was a game to be released called “Auschwitz Death Camp 2002: The Revenge” then there would be international outcry and, hopefully, condemnation from the world. But having investigated this game as best I can and as best as I can tolerate, I can see no difference between this game and tattooing a swastika on your head and “bashing p***s” as one poster proudly boasted.
The main game that caused contention last time was “GTA3”, but that had a strict moral guideline in it.
You could attack pedestrians if you wanted to, but you were working to bring down a criminal organisation. The wholesale slaughter was just there if you felt inclined to do so, and you would be arrested or shot after a few moments mayhem. You were working towards a goal that was pro-legal, you fought gangs etc to bring order and calm to Liberty City.
However, Hooligans exists solely to murder and cause violence for the sake of it.
You could say the same about State of Emergency, but they use the “Globol Corps” plot and you get penalised for attacking civilians, and if you look, all of your opponents are faceless white-people, there is no mission that involves attacking minority groups.
I’m not going to demand that Hooligans be banned, or that stores shouldn’t stock this game, I stand by personal choice and, unfortunately, that extends to allowing right-wing Nazis their say as well.
But I am extremely offended and unhappy about the notion that a game exists that promotes and actively encourages murderous, racist, thuggish behaviour for the sake of it.
The reward in commanding loyalty and devotions amongst your skinhead followers suggests that the feelings and emotions of the games developers involved in this game are not being ironic or making a comment about society.
This is bigoted, Nazi behaviour under the banner of “entertainment” and that is what I object to, not the game, but the ideology behind it.

Like you I didn't post anything on this topic for a while because I wanted to look at things for myself. I went to the website and saw the same disclaimers that you did. I also looked at the forums and found a lot of xenophobia but no outright racism. But still I've been arguing against SR stocking the game. Why?
Well, first of all, just because an organisation claims it isn't racist, fascist or anti-semitic doesn't make that the case. Yesterday I also checked out the BNP's website: they too have a 'we're not racist' statement. Similarly David Irving - the holocaust denying historian - claims to be neither anti-semitic nor pro-nazi; a high profile court-case recently proved he was both these things, and a liar to boot.
Second, I don't think any of us have actually played this game, something that would give us a far clearer picture of what Hooligan's is about. But propaganda is more subtle and insidious than relying on the manufacturer's description allows: far better to sneak fascist views into a game than display on an off-putting cover. In the absence of that we need to rely on other sources of information: Goatboy, a long-standing and sensible forum member, would seem quite reliable, especially given his opposition to other daily-mail-style censorship. If he has heard that attacking minorities is an integral part of the game then I'm willing to believe it, until someone who has played Hooligans can contradict him. And don't forget that the forums could easily have been cleaned up between the time Goatboy saw racist posts and the time others went there. The removal or pulping of racist materials is a standard procedure for fascists on the brink of exposure.
Third, hooligan culture is infused with fascism and neo-nazism. The gentrification of British football has largely displaced British hooligans to the lower leagues, and out of the media spotlight; but in Italy, Holland and so on, the links between hooliganism and the far-right are glaringly obvious. Terrace chants, monkey noises etc. betray an overt racism; and the violence at fascist and anti-fascist rallies has the same perpetrators as the violence outside football grounds. So this is a contemptible culture, and one seemingly not worth recreating. In a dispute over racism, therefore, the benefit of the doubt goes to Goatboy, not Hooligans' developers.
Anyway, even IF Hooligans turns out to be innocent fun there will, at some point, be a game released by the far-right or their sympathisers. An avenue of propaganda is rarely ignored for long. The debate that has gone on here has done quite a lot to suggest what our responses should be.

Ok, I don't know how many of you have actually looked at the web-site for this game, but it says this on the very first page of the site:
"This is a game. Not a shrine for real-life hooligan worshippers. If you are interested in the game, we invite you to investigate this site further. If you are interested in real-life hooligan drama, we have nothing to offer."
Also, the game is described as this:
"This is a Real Time Strategy game with a twist.

Now, call me a bit thick, but where in there does it say ANYTHING about Nazism (sp?) or killing innocent civilians? Exactly. It doesn't.
Some definitions for you (taken from dictionary.com:
Hooligan:
A tough and aggressive or violent youth.
Nazi:
1. A member of the National Socialist German Workers' Party, founded in Germany in 1919 and brought to power in 1933 under Adolf Hitler.
2. Often nazi An adherent or advocate of policies characteristic of Nazism; a fascist.
Fascist:
An advocate or adherent of fascism.
Fascism:
A system of government marked by centralization of authority under a dictator, stringent socioeconomic controls, suppression of the opposition through terror and censorship, and typically a policy of belligerent nationalism and racism.
Ok, so a Nazi is, essentially, a racist. Right? Ok.
Where is the link between this and the GAME Hooligans? Where in the game does it promote racism or Nazism?
In the game you organise fights with other groups who WANT fights as well. So are boxing promoters Nazi hooligans?
I'll say it again. Nowhere in the game description does it say ANYTHING about picking on racial minorities. You're fighting against other people who want fights.
In my view, there's a big difference.
I had a QUICK look at their forums as well, and I couldn't see any evidnce of racial abuse on there either. And as for "Some of the avatars you can choose are swastikas and other nazi symbols." which was written in the initial post, that is incorrect. I signed up for the forums to have a look around and, firstly, hardly anyone has an avatar, secondly the ones the site offers for use are not Nazi symbols.
Well, they are if you consider the logo for the game a Nazi symbol (which it isn't) or 9 avatars of different raced, different sexed (as in male and female), people walking.
"the most viscious racial abuse directed at other countries." Again, I saw little of that. What I did see was what you'd get on any slightly un-moderated board about football - people arguing and swearing at each other about football.

I tried to find some online reviews of the game (admittedly I only tried a couple of sites, because I have better things to do) and there was no mention of bonus points for racial minoirty killings.
So, I'll ask you:
How many of you have actually looked into this game? Because if you had, you'll see that it seems Goatboy has, for whatever reason, exaggerated slightly some of the things that he has posted on here.

It would seem that you have all got up in arms about something you have not examined properly. Which is why I have not posted on this before as I wanted to look into more before jumping on the bandwagon.
I'll stress again though, I have *not* read EVERY post on the game sites forums, so yes, there could be some racist stuff on there. But how many racist comments/jokes are said in the thousands of pubs all over the UK every weekend?
I'll change my reply to the petiton as well. SR should not remove this game from their shelves, in my view.

There you go then. No way they'd remove it from their lists. It may have caused offense on these sites, but are they going to listen to us when they could make money instead?

Though it was featured on BBC's 6 o'clock news last week, or the week before. And I think it was on Thumb Bandits a while ago, with an interview with the games creator.
I want to try and present a human viewpoint on why Facism should never,ever be accepted as anything other than vile evil and why this game is morally wrong, with no defence possible.
For those of you that are saying “It does no harm”, just read this please:
My grandfather passed away a couple of years ago aged almost 92.
He was Jewish.
He lost his wife and a daughter in Belsen, one of the death camps utilised by Nazis.
Even 40+ years after his experiences, he couldn’t handle being locked in rooms, he always had to have a window where he could see outside. Nor could he take public transport, he had an absolute phobia about being crowded by people.
Loud noises and sudden movements made him flinch terribly and he could sleep no more than 3-4 hours a night.
Every year on my grandmother’s birthday, he would travel to Belsen and lay a wreath along with other survivors and he could never talk about his time spent in the camp without ending up in tears.
He refused to watch “Schindler’s List” although he did appear in a documentary called “Shoa”.
He did tell us that it just started with harassment in the area he lived in, but people thought nothing of it. But it progressed, got worse until they ended up being forced to register and then being transported in freezing cold cattle trucks, hundreds of miles across Poland to the camp.
He told me that in his car of 150 people, 39 died within the first 2 days from hypothermia, and the others stripped them for their clothes, otherwise they would die as well.
He managed, through sheer luck and force of will, to survive a period that saw millions of people like my grandfather murdered through facism. Out of his family of 14, 3 made it out alive from Belsen.
What he said he could never understand is how this was permitted, how could so many Germans be unaware of what was happening. He held no bitterness towards them, but did not get why they allowed it to happen.
He told me that he asked one once and they told him “Because it was not our business, it didn’t affect us”.
Jews were not treated like humans, they were parasites. Sub-human, not worth a ration of bread.
The Nazis saw no wrong in this at all, because their leader had pinpointed them as the reason Germany was so bad. They didn’t think anything was wrong, or they didn’t question when they did.
These exact same people and ideas are on display in Hooligan.
This is not the subject for a computer game under any circumstance.
To make light of, to create entertainment from the basis of the murder of 6 million people like my grandfather is insulting and offensive.
To allow people to play as murderers and rapists of women and children is obscene beyond any level I can comprehend.
This kind of hatred is illegal, and rightly so.
You can say that you have the right to choose what you buy or not, but who asked my grandfather if they had the right to murder his family and keep him in conditions you cannot imagine?
Who asked about their rights when they were gassed and burned?
Who was concerned for their civil liberties when, years later, they still p#ss in their pants if a car backfires?
And someone decides these people would make a cool game idea?
Fascism is wrong in every regards, and this game is utterly indefensible unless you are a nazi yourself.
You cannot justify this game or the fact that it is available to buy, with no discussion about the ideas presented, merely a “game” where you commit murder in the name of facism?
To allow fascist material to be publicly available, especially in an entertainment form, is just wrong because it is from small things like this that bigoted, hateful ideas are given a public forum where they have no place.
This game is not an attempt to explain or validate what the Nazis are responsible for.
This game is a sick exercise in Fascist entertainment, and shame on you if you think this is a good idea or that anyone should be allowed to stumble on this game when out shopping.
This is not about protecting your right to buy what you want, this is about protecting the rights of millions that were exterminated on a whim and the rights of future generations that could suffer if this sort of thing is allowed to surface.
