2. We might consider an interim status between the current range and banned. I favour "learner" for the status tag and pink for the name colour to warn of danger. We could call them "pinkies".
Changes would appear to be necessary to improve the written content.
1. We might consider booting the odd Notable off the Notable list. But I'm not sure if it would be by democratic vote, as that would be very catty. A bit like Big Brother.

I wouldn't mind this at all - it'd add some excitement and tension to the forums. I don't think that just one Notable should go though - I think 2 or 3 Notables should go if this ever happens.
To get this to work properly, we'd need possibly each regular to vote their favourite 2 Notables, and each Notable could vote their favourite 5 Notables, and they would all be totalled up, with the 2 or 3 with the lowest score being dropped from their position as Notables.
I agree with what VenomByte said - you can't have people voting who they WANT to be evicted, because that would create a lot of rivalries, but if people voted who they want to stay in, then it could be quite fun to be a part of, and there wouldn't be half as many arguments created.

If you did boot notables, you couldn't do it by having people vote notables out. It would only create more resentment on the forums. You would instead need to ask people to vote for the notable they most wanted to stay. I'm not sure how well this would work if you only had notables voting for each other though. Last place would almost certainly be tied. Might be better to let regulars vote too.

I like the idea of a new status between normal and banned. Presumably you could go back from pinkie to normal if you kept up good behaviour, too?

That could be done just by deleting FOG chat and the Sony forum :)
