There is no golden gyarados in the game Sorry mate.
there is a red Gyarados in it which you should no about in the Lake of Rage.
When caught or beaten take the red Scale to the place where you first meet Prof Oak and give it to the man there

Oh yeah there is a Rumour i havn't tried it yet but if you breed the red gyarados with a magikarp/gyarados you will get a gold magikarp.

maybe at the Nintendo offical Maginze Roadshow. They had a mew machine which downloads the Mew into your game.
