does anyone know how you get access to the tunnel on third island. It sais its closed for work. I have done the final mission but have not got 100%. Do you need 100%?

I know what tunnel you mean, its the one near Cochrane Dam at the top. That never opens unfortionately.
I dont know how to get past the road block. I'm stuck too though. I've done 80% now but i cant do the first telephone mission on the third island. When i go to do it it tells me to kill the puple nines. The problem is there arnt any!! I did it on my old saved game but on my new one there just arnt any nines, just red jacks. Its soooo unfair!

Is it the tunnel near the houses????coz i don't think u can get down there....unless thats were u go when u complete the game. ?????
Have you done all the side missions, not sure whether it's Donald Love or Ray the bent copper in the park!?
