does anyone know how you get access to the tunnel on third island. It sais its closed for work. I have done the final mission but have not got 100%. Do you need 100%?

I cannot see how that is possible, it is not like some of the other missions that are time related i.e. maybe you have to do the mission at night when the gangs are on the street.

I have done this mission before as well on a previous save.

Yep, drive from the phone either left or right and round the block 2 maybe three times, up the hill towards the hideout, round the back etc....basically everywhere but they just don't appear.

Yep, I'm having the same problem, and Shadow, I followed your suggestion and guess what.....none, I've driven all round the place looking for some purple boogers to waste and I just can't find them anywhere!

Well if the tunnel doesnt open how do you get to the observation tower. Thats on the map and there wouldnt be any point in them putting it on the map if you cant get to it!

Unless the reason is "I've had my thumbs removed" I'd advise you to go back to it. Its ace.
I just finished it the other day, one of the best games ever! The last mission rocks too! And even if you cleared it weeks ago, go back to it anyway, cause some mayhen, deliver some carnage.... it's all good!
