But I like the fact that some sites put the links bar in a frame on the left, so once it's loaded, it stays, making download time for the rest of the site quicker.

You'd be surprised how many people can't see frames. And a browser under 5 years old is less likely to support them especially as the two major browsers didn't make it a standard until 1995 - 1998.
Frames are bad from several points of veiw, especially the biggy... Useability!! Go for broke with them, but keep it simple and test it on everything.
