I've seen three screenshots, available on www.nintendo.co.uk and they alone reveal these characters are racable:

Whether these are all of them, I don't know - and what's up with the two characters on each kart? Possibly a new mode?

Luigi's with some other girl called Daisy.
She appeared in Mario Tennis and Mario Golf on the N64, and possibly before that, but I don't remember if she did.

Made sense to me... even after re-reading it, it still makes sense (which is strange)
And im getting all these viruses... dunno where they came from... its found about 30 so far (all with similar filenames)
