Jersey Telecom are really good (7p for a 10 min phone call for instance or 45 quid per quarter for free local calls) I expect to be able to get a 2mb line as they are very up to date.
However if 2 1mb lines work out the same as a 2mb line then I might get 2 1mb lines.

Are you sure? As I would have thought it would have worked the same as sharing a PC where you only get 1 external IP address and then use NAT to have internal IP addresses. Me friend has 3 computers on at the same time using just 1 external IP address.
If you do need 2 IP addresses then thats not a problem as most ISPs offer more than 1 IP address as an extra option, some offer 8 Static IPs for a few extra pounds a month.

PC's are a bit different thought. XBox Live worked fine on a 512K connection but you wouldnt get 2 XBoxes working on it. If you have 1Mb then the download rate should be ok for 2 XBoxes at once, but if your on standard ADSL then the upload is still 256K, and this can be pretty much used up when playing or hosting a game. You should in theory be ok if you don't host games while playing 2 XBoxes. You might even be ok hosting a game on one XBox and playing on another. I think that you should be ok with 2 XBoxes on 1Mb. Also what does Jersey offer in broadband? The same as mainland UK or do you get different, faster services?
Probably might be worth emailing the Xbox Live support team (should be a link on xbox.com). They (should) know more about this than anyone else...
