No, because a fraction can't be an integer, but an integer can be a fraction.
2 is an integer, as is 4/2 6/3 2/1, but it is not a fraction, ebcasue it can't be placed into the integer group, it's not actually a rational number either, but a natural number, however, natural numbers and whole numbers are ignored when it comes to this, and the lowest group of numbers are integers?
