A whole number can be considered as a fraction whose denominator is 1.

That's not a fraction, as it can be simplified, it's a division sum.

1/2 is a fraction becasue you can't divide iot into a smaller integer, but 2/1 isn't becasue you can.

2/1 is a fraction, but if you want to be picky, an improper fraction.
