That still means the blame is to lie with the child, because it is their brain which may/may not be developed enough.

I thought it was already illegal but maybe not? As far as I'm aware it's illegal over here like alcohol but how many shops have been prosecuted for selling underage kids games?
You certainally don't get the police setting up stingers like you get with alcohol and cigarettes.

Of course it'll still be developing, the body doesn't begin to start breaking down before the early-mid twenties. Anything before that's basically growth and development.

The psychological part of the brain which is the last to develop is the ability to think situations through to their logical conclusion making teenagers more impulsive and less sympathetic to the thoughts and feelings of others. This is presumably the reason behind all teenagers thinking they are right and fighting the world. Decent parents might know if their kids are psychos at that age or are just underdeveloped, it's the kids with parents who couldn't care less who should be targetted by this sort of thing, but how do legislate for neglect or a lack of caring?
Nothing to worry about here, our government already had the sense to make guns illegal and make sensitive info illegal to be sold to minors.
If parents wish to flaunt those laws that's up to them.
Look at it this way:
Many young children play San Andreas. Not all of them go around mimicing San Andreas.
Yet they all played the source of the violence?
Therefore it's more likely that it's purely bad kids that do it, that would have done something bad anyway.
