It's already illegal? That's why they're rated 18, right?

Isn't that funny that games are 18 if they contain enough violence and sex and coincidentally, Bill 1179 has several means of adding up to 18. 1+1+7+9 of course and also 1+17 and (1+1)x9 etc...

That still means the blame is to lie with the child, because it is their brain which may/may not be developed enough.

I can vouch for that!

I thought it was already illegal but maybe not? As far as I'm aware it's illegal over here like alcohol but how many shops have been prosecuted for selling underage kids games?

You certainally don't get the police setting up stingers like you get with alcohol and cigarettes.

Of course it'll still be developing, the body doesn't begin to start breaking down before the early-mid twenties. Anything before that's basically growth and development.

To be fair AD&D prepares you for if you're ever in a dungeon and goblins attack.

It's been psychologically proven, however, that teenages brains are still in a state of development up to the age of 17ish, with some being more developed than others. The same way other organs are.

So, parental discretion up to the age of 18 isn't all that bad.

The psychological part of the brain which is the last to develop is the ability to think situations through to their logical conclusion making teenagers more impulsive and less sympathetic to the thoughts and feelings of others. This is presumably the reason behind all teenagers thinking they are right and fighting the world. Decent parents might know if their kids are psychos at that age or are just underdeveloped, it's the kids with parents who couldn't care less who should be targetted by this sort of thing, but how do legislate for neglect or a lack of caring?

Is the highest age rating in the states for games and movies not a 15 or something. So this pushes the age up to 18, or maybe 21 in line with their drink laws.

Nothing to worry about here, our government already had the sense to make guns illegal and make sensitive info illegal to be sold to minors.

If parents wish to flaunt those laws that's up to them.

I think the majority of the blame lies with the child.

Look at it this way:

Many young children play San Andreas. Not all of them go around mimicing San Andreas.

Yet they all played the source of the violence?

Therefore it's more likely that it's purely bad kids that do it, that would have done something bad anyway.
