Meh. i can't help being poor. I also think I'm a klepto.

Some are certainly poverty stricken, with no means of transport, but a fair few shots have shown people sitting on their roofs in affluent suburbs.

It would turn into absolute chaos. You'd have people using their "right" to put as many bullets in the rude boys as they could.
