They are improvements. I fail to see how you can see otherwise If the prior games didn't have them but the latest one did then it has IMPROVED.

Yes and what effect does dual wielding have? None. You can't manually target 2 people with both guns, they just simmer down to a point.
The parachuting is used for a few of the missions and to find the hidden items so yes it useful and yes it will IMPROVE the game. So where dual wielding has absolutely no effect on the gameplay, the parachuting does.

All those points improve the gameplay.
I'm going to grow a mohican!...in the game of course!!
But it doesn't make much of a significant improvement, it just removes an annoyance that should have been removed AGES ago. You'll get some 'find the sunken drugs' missions, and some pearls under water or something, and that's it.
