Power supplies hold a charge for a certain amount of time. Same with monitors. That's why you should discharge them (earth them) before tampering, kiddies!

How come you got a shock if it was disconnected??
Was it still plugged in but switched off?

You could actually asked someone to intslalled the new psu, The installation would cost £20 to £30 it's better paying than get a shock of your life and get dead.
However, I did nearly die. I took the old PSU out of the box even though it had been disconnected from the mains for about 2 weeks and I got the biggest electric shock i've ever had. Agh, freaks me out just thinking about it.
