I wouldn't say it implies a direct opposite between the first and second things - although, yes, it does imply that you either have one or the other.
And in the case, you can have both at the same time to some degree.

The structure does indeed imply that the second suggestion would be somewhat removed from the first, which isn't clearly the case here.
