I thought Resident Evil 2: Nemesis was far better...
Mainly because of the tonnes of game references thrown this way and the other. And scenes ripped straight from the video games.

Shame about MK Annihilation though. Have heard that a third one is being made. Rumored to be carrying on from where the first film left off. Only hope that Christopher Lambert comes back as Raiden. Also Robin Shou is back to play Lui Kang by the sounds of it.
