Rare could choose to develop a console, Rare aren't a strong financial company, there main HQ is based in Britain and not Japan, they just wouldn't have the backing and at this time any company considering taking the plunge would love to have held onto the diving board and struggled back to the top, that is why we saw Nintendo considering holding back the GC, they were making the neccessary profit in the GameBoy line that they could afford to take this course of action.
Maybe if 10 years ago Rare had wanted to release a console I don't think it would have done to badly, the market was carm, it was collective and Rare would have stood a better chance in the hardware industry.
As the old saying goes. 'stick to what you are good at'. and thats just what Rare are doing!!

There's no reason or point in them making their own console.
Rare aren't Gods. There's also no need to fall in love with them, as many of you are.
Rare games don't particurlarly appeal to me, and I prefer Konami by far.
If they made their own console??? Well, you know what I think....
Companies like Rare are best where they are now, supporting consoles rather than making them.
