I was thinking that, but Beast was just an image on a T.V screen, so I'm thinking that might just be a fanboy thing, but Dr Connors seems to have been genuinely introduced as a future villian.
But The Lizard, compared to the Goblin and especially Doc Ock, is a pretty weak villian. I'd prefer to see a combo of villians. Mysterio, The Rhino and The Vulture could all be in there.

Saying that, i really did enjoy the film. I just felt it took a little while to get going, and was a little lack luster in the middle in places. I can understand why that happened, but i kept yearning for roof top action.
I loved the music in the film, and thought Dr Oct was a decent villan.
