As you'll find with loads of players, if they play in another league then unless they're an internationally famous player, their full stats will not be available to you. Simply just scout the player and all the stats will be revealed, and your scouts will also tell you if they're worthy of signing, a hot prospect for the future, not worth the money, etc.

Julio Baptista? He does indeed rock, but it costs about £20 million before you get anywhere near him. Meanwhile, it is very possible to get Guarin for around £500,000, even although he's worth a few million. And once he's signed for you as well, the value rockets up. Baptista is pretty much as good as it gets if you're Real Madrid, Barcelona, Man United or Chelsea, but if you're anyone else then I think Guarin is better value for money. He's only 19 as well.

Yeah, I noticed that if players are listed for loan, only a couple out of about 20 of them will be approached, and even then it's only on 3 month deals rather than the season-long deal I'd rather be offered. A solution which kind of helps is offering the player to all of the teams in the lower divisions/the player's own country. For example, no-one went for Vanden Borre in my Liverpool game, but I just offered him to everyone in the Championship, Serie B and Spanish Second Division, as well as Anderlecht, Club Brugge and Standard Liege (Belgian teams I could find). A couple of teams in the Championship offered, as well as Standard Liege. I think in the end he went to Stoke or someone like that.
Just go to 'Offer to Clubs', and put in as many options as possible. Remember to change it to a season-long loan as well, as then they actually get a good run in a first team, rather than appearing about 8 times before being shipped back to you again. This tactic won't work for every player, but if there's some potential then you should be able to draw offers from some teams.

That means you haven't scouted him yet, basically. Or rather, his attribute is masked. Right click on his name then go to "Get Scout Report" and they'll be revealed. Takes a couple of days for it to work though, and you'll get a message on the News screen, something like "Brown thinks Adu is a good prospect for the future"...
