Bosman ruling is the right of movement for players. When they get into the last few months of their contract, you can get them for free or for their true value instead of a selling price.
In some cases, if one player you want is near his contract expiry date, you can make or break a deal by pushing him over the edge. If you declare interest, he will become unsettled and won't sign his contract if he wants to come to you. Otherwise it just prompts his club to offer hima contract sharpish and he may well sign.
And what is the Bosman Ruling?

Why it gives you the opertunity to "declare interest".
