Go to Player Search, then at the top right go to Filter, then Customise. Then choose Contract Status, and change it to Expiring.
Then you'll see the players whose contracts are closest to running out.
Underneath "Make Offer" it should simply have "Sign Player", and you can sign them so that they'll come on a free at the end of the season when their contract has run out. Beware, though, as sometimes the "Sign Player" is there when their contract is unprotected. This doesn't mean that it's running out, though, and you'll have to pay whatever they're worth if you sign them.
And also, the "Sign Player" will not be there until exactly 6 months before their contract runs out, so make sure that you know when their contract is going to run out so you can get right in there before the current team has a chance to offer the player a new one.
(By the way, I don't know if PSV will be able to afford Dede's wages, unfortunately for you)

It's the 30th and Dédé is approachable to sign, do you just have to offer them a contract and then hope they accept?

You can get a lot better, younger talent, for cheaper.
Wait until the end of your first season and search for Bosman players. There will be a lot of them. Just go to Player Search, then filter it so it's finding the players with the shortest time left on their contracts. Then wait until 6 months before their contracts are about to run out and get them free.
