I've held down people who are sober and who are trained in techniques to get out of any sort of lock or hold-down. Assuming they have had no such training, a drunk should be much more easily held down. Of course, pacifying them completely is another matter ....

still, I honestly believe that a great many of the officers I've seen on telly would have greatly benefitted from some decent martial arts training.

they really seem to struggle with people who are clearly much lighter than them, and also drunk. in the end you have about 4 people holding them down. it shouldn't be like that.
