Ha! Nice way to test, melt your hand to the PC...
Tell us, When you installed your CPU, did you put some thermal paste on the top?
A program called HOT CPU Tester will help you with identifying the problem. Google.

You can download motherboard monitor which tells you how hot your CPU/northbridge are running, which will give you a clue as to whether your computer is overheating. Note that you can also just stick your hand in the case and feel the heatsinks attached to them - my heatsink is too hot too hold for more than a second or two, if your heatsink is as hot or hotter than this, then you probably have overheating problems.
You can also check the voltages running through your system by installing this software. So go do it!

You might also want to remove and reseat important components such as the videocard and memory. It may even help to unplug all nonessential devices from the computer during installation - even CDROM drives/soundcards etc can cause the sorts of problems you're describing.
Note that it probably isn't the CPU as you suspect - CPU's are so sensitive that they either work or they don't.

1. Constant Crashing, even in safe mode, often just as the computer just finished loading Windows
2. Resetting randomly (without Windows Blue screen error)
3. Drivers that came with the PC parts aren't resolving the errors
Basically thats it, although the Ram appears to work cos' I've currently got it temporarily running in the computer I'm writing this on, and it hasn't immediately crashed.
It even crashed several times during Windows XP setup.
Motherboard problems were my second thought on the problem, and overheating I don't know muich about, although the fan and stuff inside ARE running,and it'll even crash straight away, so there shoudln't be any time for it to overheat!
