I believe that there is a less-than-lethal weapons system based on the idea of a spiders web in use/development by the US Military (others may also be looking at it but I only read about the UK/USA forces). Whilst the liquid which is used is nowhere near the thin material of spiders silk is does stick to the target and does not allow the target to squirm around, once you're hit you stay stuck to the web as it hit you. This is the version which fires a sticky substance which forms a net similar to a web.
Another version I believe uses the liquid and is fired like a water gun - onto targets and sticking them in place or at the very least hindering movement.
Come to think about it I'm puzzled why no one has deployed some of the vast piles of less-than-lethal weaponry the UK and USA has to Iraq - it was after all designed, and had the budgets justified, in the context of it's potential to be used in urban settings where the intention was to avoid friendly fire/harming a partly hostile local population.
