Who ? The Iraqi people, who've already seen international forces come and abandon them once before, the old regime supporters who want us to go, the terrorists moving into Iraq, and that's just for starters.

Without security, in Iraq and elsewhere, you can throw money at problems and it won't make a dent. Piles of cash went into Zimbabwe before Mugabe, so he tells the war vets they can have white farms and in a matter of months the country is producing 50% less food and faces a massive continuing crisis. Farm machinery has been destroyed, Irrigation destroyed, and so on - all that aid money wasted by those it was meant to help. Same in Somalia, the international community threw money at the country and troops, and all we got in return was body bags.

And you'll probably find that the starving/homeless don't get a terrific lot of the aid, most of them live under regimes or in countries/regions of so little law that aid agencies daren't even go in. More to the point, the UN has spent hundreds of billions of dollars in Africa, and other places like India and Pakistan to try and solve the underlying problems of famine, disease etc, again with not entirely brilliant results.

And as IB mentions, the US and other nations have thrown billions at research for various diseases, far more then $87 billion, and still not cracked them open so we can prevent them.

And finally, the $87 billion is to help rebuild Iraq, part of that is military money, but either way it's $87 billion more than nations like France and Germany who so far have contributed pretty much stuff all...
