are we turning into America now?
Problems I see with this are:
Britain has no culture.
Nobody cares that people want them to think Britain has culture.
If they don't pass, they can't leave the country - why would they want to? They've reached the promised land and can work for peanuts under Health and Safety conditions like something out of a fantasy.
If they don't pass, they can't vote, again, why do they care?
And if they don't pass, still can't speak english, have no idea how to arrange gas and electricity for their free home, and have absolutely no idea how the british political system works, they're still let in and given more than the've ever dreamed of.
So why bother?
